At the heart of the agreement is a financial contribution from the BAdW to UBT, aimed at funding four scholarships annually – two LLM and two PhD scholarships – for promising legal talents from the partner states of the East African Community (Kenya, Tanzania, Uganda, Burundi, Rwanda, Democratic Republic of Congo, South Sudan). The supported programmes are conducted in collaboration with the School of Law at the University of Dar es Salaam. “This partnership sends a strong signal for international scientific cooperation and knowledge exchange between Bavaria and East Africa,” emphasised Professor Dr. Markus Schwaiger, President of the Bavarian Academy of Sciences and Humanities. “We are deliberately investing in early career researchers because they are key to shaping the science of tomorrow.”
Professor Dr. Stefan Leible, President of the University of Bayreuth, also highlighted the strategic importance of the funding commitment: “Since its inception, the Tanzanian-German Centre for Eastern African Legal Studies has been a flagship project for our internationally oriented research and teaching. The support from the BAdW not only strengthens our longstanding partnership with the University of Dar es Salaam, but also reinforces our role as a player in global scientific cooperation.”
The BAdW’s contribution is earmarked by UBT and forwarded to the University of Dar es Salaam, where it is used to fund structurally embedded scholarships that prepare aspiring lawyers for leadership roles in their home countries. The agreement places particular emphasis on academic quality assurance, transparency in the use of funds, and adherence to shared standards of good scientific practice. Through this initiative, the partner institutions not only reinforce their commitment to international educational equity, but also highlight the role of science as a bridge-builder between continents.
